vrouter not present after upgrade from CN 3.2.3 to 4.1.1 on RHOSP 10

Bug Description

Hello,
we performed an upgrade from Contrail 3.2.3 to 4.1.1 on RHOSP10, after upgrade we rebooted the compute nodes and then we noticed that the vrouter hasn't been inserted in the new kernel version.

vRouter is NOT PRESENT

We debugged the issue. Vrouter kernel module was not inserted with the kernel version 3.10.0-862.9.1. But if we do "insmod /lib/modules/3.10.0-862.el7.x86_64/extra/net/vrouter/vrouter.ko' it inserted. After inserting kernel manully and restarted the agent, vrouter agent was not up since the directory " /lib/modules/3.10.0-862.9.1.el7.x86_64/extra/net/vrouter/vrouter.ko" was not present.

 vrouter module not inserted with kernel version 3.10.0862.el7.x86_64. Is this because, we are not creating the .ko directory for new kernel ?

NOte: Issue noticed only on upgrade from 3.2 to R4.1.1 , Fresh install works properly

For me this looks a change needed in contrail puppet code. If we are upgrading kernel, we need to do a reboot before we insert the kernel.
