Can not force delete instance that task_state is not None

Steps to reproduce
==================
1:create a VM or migrate VM or execute other operation
2:force delete vm that task state is not None

Expected result
===============
delete vm successful

Actual result
=============
fail to delete vm

This issue has been fixed in different bug- https://bugs.launchpad.net/nova/+bug/1741000

and fixed and backported till stable/pike - https://review.openstack.org/#/q/Ida1a9d8761cec9585f031ec25e5692b8bb55661e

What nova version you are running and seeing this bug ?
