show old format branches with a ! marker

Bug Description

We should encourage users to upgrade their branches in launchpad. Can we
add an icon to the web page or something when its an old format branch?

Please do!
Many users are coming by #bzr and #launchpad with knit-related issues, or packs<>knits problems, unaware they're using old formats.

Sounds like a great idea.

We'll also need to add an explanation about how to make the icon go away.

One day, we might even do the upgrade ourselves -- but that's a different bug.

I think we need to get feedback on the ! icon. I think it may be too
overloaded.

As long as we use a different name when referring to it, then we can change the icon pretty easily and still proceed with this work.

This bug will most likely be fixed with the branch upgrade UI of 2.2.6 (the code to indicate "needs upgrading" already exists, but is not available in the UI just yet)

This is still kinda "In Progress" but there are a few dependencies before we can start telling people that their branches are out of date.

This got released in January with the rollout. Now we show the users when their branches are out of date, and even provide a method for upgrading the branch.
