The Zmq driver was deprecated in Rocky and scheduled to be removed in Stein.

    Remove the deprecated ZeroMQ driver

    Users of the oslo.messaging RPC communications service must use
    the rabbit ("rabbit://...") or AMQP 1.0 ("amqp://...") drivers.
