Swift logs to /var/log/messages on the undercloud

Bug Description

The Swift rpm installation adds /etc/rsyslog.d/openstack-swift.conf, but this is not used until rsyslog is restarted. Thus all Swift logs end up in /var/log/messages instead of /var/log/swift/swift.log.

Restart rsyslog after installing Swift

This ensures that Swift logs end up in /var/log/swift/swift.log.
