Zone delete is allowed even though it has active records

When there are recordsets on a zone, we still can delete the zone no matter the recordset is in use or not. If a recordset is still in use, the delete for zone will affect the recordset usage.

As designate can't know which recordset is in use or not, we can add the limitation when delete zone that a zone can't be deleted when it has any recordsets.
