Bug Description
Per discussion at Portland sprint, we are demoting the optical drive tests to non-blocking with a goal of removing them by 20.04.
Background:
Optical drives are all but non-existent these days. Some servers still offer them as options but in the modern data center, they're a rare thing to encounter as most things are deployed at scale via the network and retrieving or adding files is either done remotely or via USB device.
