Bug Description
The existing upgrade tasks contain various tasks such as checking for services managed by systemd which may not be relevant anymore since in P->Q we're upgrading from containers to containers. We should do a clean up of the upgrade tasks associated to each existing services in THT and keep only those relevant for containers to containers upgrades.

I'm actually testing again the tasks on the containerized undercloud and might have something working. I'll keep you posted here.
