no network connection in Recovery Mode

Bug Description
There is no network connection when I boot into Ubuntu 8.04 Recovery Mode, I use an ADSL connection which is used by my PC through a network adapter which did not require any configuration on the normal mode of Ubuntu 8.04 and works perfectly with the Recovery Modes of Ubuntu 7.10 and Ubuntu 7.04.
I tried switching the runlevel to 3, while it did fix the internet problem it caused Recovery Mode to lose root permissions and also started the GUI.
When I compared the runlevels between the Recovery Modes in Ubuntu 7.10 and Ubuntu 8.04 they were the same:-

So the issue must be with the modules that are being loaded.
I also tried /etc/init.
I'm encountering this in Hardy. dhclient is not started in recovery mode and friendly-recovery does not have an option to start it.
