Bug Description
It looks like this bug remained for some time (Month?) and still exist. Some computers with the QCA6174 will have this and stuck with wrong country code. As far as I have learned from several threads e.g.:

it has to do with a 'regd_common.h' patch. Please have a look at the threads.
The problem appears with Ubuntu 18,04, where Samsung Book computers are affected.
