Feature Freeze Justification

Evolution was delayed to not intertangle transitions.
gnome-shell was released late upstream.
gnome-control-
Shotwell got overlooked but plans to release at the same time as GNOME.
GNOME prefers us to not mix and match components from different versions as much as possible.
GNOME 3.28.0 release is just over a week away

The desktop team wants GNOME 3.28 in 18.04, so +1, let's get it done as
soon as we can though.
