Bug Description

As mentioned in https://bugs.launchpad.net/cinder/+bug/1740021/comments/1, it is only possible to use one cinder-volume service to manage one storage. In case of large deployments running >20 hosts connected to a large storage just one cinder-volume service for all hosts is not enough.
