On-screen-keyboard keeps popping up even though physical keyboard is connected

Bug Description
I have a laptop with touch screen. The screen can be disconnected from the keyboard for use as a tablet.
When I have the screen disconnected from the keyboard and I touch a text-input field then the on-screen-keyboard comes up. This works as expected.
However, the on-screen-keyboard ALSO pops up when the keyboard is connected. That is quite irritating. I would expect that the on-screen-keyboard does not show up when I have a physical keyboard attached.
