Bug Description
Create a neutron network.
Add Infoblox to the neutron.conf file and setup neutron and infoblox-ipam-agent services.
Run infoblox_grid_sync tool to synchronize neutron networks in Infoblox.
While Infoblox is still attached to neutron, delete the network and it does not get removed from Infoblox.
