"juju models" should be able to report downrev agents

I've written a script to parse "juju models --format yaml" and list models whose agents do not match the controller version, for use when performing upgrades, but it would be useful if juju supported this directly. One of our controllers also has some downrev models stuck destroying, so defaulting to only showing models that are available would be ideal.
