Dock opacity/colour is different to the Gnome Shell top bar opacity/colour

Bug Description
Starting in Gnome Shell 3.25/3.26, the top bar is semi-transparent most of the time. It's a similar transparency to the dock, but different. I think they should be the same. See the screenshot attached.

I heard a rumor that the transparent top bar was going to be reverted for GNOME 3.26.
