Bug Description
You should put some kind of plugin or extension to
convert or even generate svg xml code without the syle
attribute (CSS). There are some simple applications
like cell phones apps that don't understand CSS and
make a mess with the code.

Are you sure? And/or do have a reference to any SVG standard
that applies?
Surely if an applicance knows that it must ignore part or
all of a given CSS standard, that entity should be
responsible for discarding the styling.
However, your request sounds doable.
Do you think that the 'Export ...' dialog should have some
sort of 'collate', 'strip' or 'save for' option that would
know about such applications and discard heavy or confusing css?
Raster applications do this under the same of 'save for web'
in which meta-data is omitted and small sizew options are
selected for GIFs, PNGs are crushed and so forth. As you
say, it could be an external converter ...
