Allow exporting of a SVG file without references to CSS attributes

Are you sure? And/or do have a reference to any SVG standard
that applies?

Surely if an applicance knows that it must ignore part or
all of a given CSS standard, that entity should be
responsible for discarding the styling.

However, your request sounds doable.

Do you think that the 'Export ...' dialog should have some
sort of 'collate', 'strip' or 'save for' option that would
know about such applications and discard heavy or confusing css?

Raster applications do this under the same of 'save for web'
in which meta-data is omitted and small sizew options are
selected for GIFs, PNGs are crushed and so forth. As you
say, it could be an external converter ...

This sounds like "target profile" support. Given a clear set of
features/support of
a target platform, set things so that Inkscape will facilitate creating
content for
that. SVGTiny might be one of the first to address

I absolutely agree with you.

We need export to pure SVG Tiny profile (which contains no
CSS!).

At the best, to add new item to "Save as..." dialog (Plain
SVG, ... *SVG Tiny 1.1*) I think.
