Add Circ Modifier to Staff OPAC Display

I'm told staff would find it helpful to have the circ modifier displayed in the staff opac. This can be used to quickly recognize a variety of issues like migration / deduplication confusion or the wrong record being used when adding or transferring holdings. Without this the only way to see the circ mod in the opac is to change to the holdings maintenance view.

Tested on a 7/18/2017 version of master. I can see this being useful in some situations to make it clearer to staff about how some items are handled and to see errors. For our usage of circ mods the info will mostly be redundant, but we do have an Express Item circ mod that would be nice to have better visibility.

I changed a couple tabs to spaces in Open-ILS/src/templates/opac/parts/record/copy_table.tt2 just to match the existing format.
