docker-puppet.py logs now logs too much puppet output

Bug Description

In commit 746c4d264d4f8d441876c9f248493bc3cc9f60fe (Improve logging for docker-puppet.py) we made changes do docker-puppet such that it now logs DEBUG by default. This includes logging all puppet INFO/WARNINGS (not errors) to the stdout console.

This trashes the undercloud logs so bad I can't tell what is actually happening... and when there is an actual error due to the fact that it runs things multithreaded the error is often buried.

Defaulting the log level to INFO (or WARN) like we do elsewhere seems wise with an option to enable DEBUG logging if someone wants it.

    Default docker-puppet.py logging to INFO

    If you want debug logging you can set the new DockerPuppetDebug
    heat parameter to 'True'.
