I had to ask on IRC where to file bugs against puppet-tripleo because launchpad isn't setup to handle bugs for puppet-tripleo and neither is Issues on github. This should be included in the README.md

I wanted to add a test but I'm unfamiliar with ruby/puppet generally and the package has no information on how to run tests. Again, I had to ask on IRC to figure this out. A link to https://docs.openstack.org/developer/puppet-openstack-guide/testing.html in the README.md would be nice.

    Update README with info for new contributors

    Add the same footer to the README that most other TripleO projects
    have. People new to TripleO might not know we use a single bug tracker
    for all projects, or how to test puppet projects in OpenStack.
