Bug Description

Nova cells need at least one compute node to deploy,
prechecks to ensure compute nodes are present in inventory file is missing.

    Add compute inventory precheck

    With nova cells_v2 at least one compute node is required in
    inventory to deploy nova.

    This change add prechecks to ensure at least 1 compute is present.

As noted in https://bugs.launchpad.net/kolla-ansible/+bug/1701317, the fix for this issue prevents deployment of nova in environments with only baremetal compute hosts.
