--branch-only does more than branch (tries to interact with models)

Bug Description
The branch-only behavior in juju-deployer shouldn't rely on a juju model or controller existing.
Help says:
-b, --branch-only Update vcs branches and exit.
Use case:
Call juju-deployer to check a bundle, but do nothing with it.
`juju-deployer -c ./bundle-
