sync_time task failed in every deployment run

Detailed bug description:
 sync_time task failed in every deployment run. In puppet log on node can be found reason (/Stage[main]/Main/Exec[sync_time_shell]/returns) change from notrun to 0 failed: /bin/bash "/etc/puppet/shell_manifests/sync_time_command.sh" returned 1 instead of one of [0]

Steps to reproduce:
 1. Create cluster with 1 controller and 1 compute
 2. Run deployment

Expected results:
 Deployment finished with success

Actual result:
 Deployment failed with error: "Deployment has failed. All nodes are finished. Failed tasks: Task[sync_time/1], Task[sync_time/2] Stopping the deployment process!"

Reproducibility:
 Always
Workaround:
 Setup NTP service on master node by hands

Impact:
 Block automatically deployment process
