Bug Description

the https://github.com/openstack/tacker/tree/master/tacker/tests/unit/vnfm does not have an __init__.py file, so the cases under it is not discoved.

    Put vnfm cases into discovered case list

    without __init__.py under this directory, the unit discover
    will not list the cases under it.

    In additions, move some data files from vm into vnfm.
