[tags] Node with custom role was not configured with public network

Bug Description
Steps to repro:
- Remove keystone, database and rabbitmq tags from controller (keystone is enough, 2 rest unnecessary)
- Create new roles per each removed tag
- Create cluster with all created roles (controller too), compute and storage
- Deploy cluster
Result: upload_cirros task failed
The public network was not configured on nodes with custom roles:
root@node-1:~# ping 10.109.3.4
