skip image auto creation since glance v1 is dying

Bug Description

the heat OS::Glance::Image is relying on glance v1, and is the heat resource type is deprecated.

and devstack is disable glance v1 API at https://review.openstack.org/#/c/343129/.

so I think we should skip the image auto test case until heat has a new glance resource.
