Inkscape 0.92.0 r15299, Win64, Windows 7
The attached file contains a single text box. Dragging it upwards leaves artifacts behind from the bottom line character that contains a descender ("y").
This probably is too obscure to fix unless it turns out it is related to some more general class of bugs, in which case perhaps this will provide a useful test case. Changing the font makes the bug go away (is it possible this is a bad construction in the "Lexia Readable" font?). Removing the shaded background rectangle makes the bug go away. Create another text box and it will not have this problem. The precise attributes of the text apparently come into play.

Based on the description, this is likely one of the symptoms of
* Bug #1450675 “Text is displayed cut in half (rev >= 12488)”
* Bug #1283194 “Text rendering cuts off trailing character (depending on zoom level) (rev >= 12488)”
See e.g. the tearing documented in the video attached in comment 11 of bug #1450675.
With the current free version of the mentioned font (now called 'Lexie Readable'), the reported issue reproduces with lp:inkscape rev >= 12488, like the other mentioned reports.
Such regressions haven't been (or can't be, according to the developer) fully fixed for certain affected fonts. The remaining issues (with certain fonts) are now tracked in later
