Bump default ironic API version in stackrc and overcloudrc to ocata final

Bug Description

Otherwise users see nasty errors like:

$ openstack baremetal node inject nmi 1f281e0b-b62b-43ba-b5a8-531c1a7df8c9
Resource could not be found. (HTTP 404)

According to http://docs.openstack.org/developer/ironic/dev/webapi-version-history.html, the last version in 1.31. However, ironicclient only supports 1.29 in Ocata, so we'll use it.

    Bump OS_BAREMETAL_API_VERSION to 1.29

    This way the CLI and OSC users can use the latest features without specifying
    the version explicitly. The final Ocata version is 1.31, but 1.29 is the most
    recent version supported by ironicclient Ocata.
