[Provision as Graph] Magent upload_file do not upload file sometimes

Detailed bug description:

Task upload_file do not upload file sometimes. We get error on "file was not uploaded /tmp/provision.json on node 2 with timeout 180".

Core problem: fail is random.

Steps to reproduce:
1. Enable provision as graph
2. Create cluster with several node
3. Run provision on all nodes

Expected results:
All nodes provisioned

Actual result:
Some of node failed with error "All nodes are finished. Failed tasks: Task[upload_provision_info/2] Stopping the deployment process!"

Reproducibility:
Always

Workaround:
No

Impact:
Block enable provisioning as graph by default.
