[MOS 9.2][HEAT] Cancellation of stack-update fails for nova_server template with ROLLBACK_FAILED error

MOS 9.2 snapshot #779.

Environment was deployed using the following template:
https://github.com/Mirantis/mos-ci-deployment-scripts/blob/stable/9.0/templates/stepler_tempest/ironic_cinder.yaml

Steps to reproduce:
1. Go to controller
2. Upload the following template to template.heat file on controller:

3. Run the following script:

Expected results:
Update was successfully cancelled.

Actual result:
Stack has ROLLBACK_FAILED status with the following error:
NotFound: resources.server: Port id a37da5a3-be65-4fa1-91f4-66d96b721a9d could not be found. (HTTP 404) (Request-ID: req-a813606f-2cd7-48f1-81f9-e0c6dd9ef7cf)
