Bug Description

Currently nova::api::default_floating_pool is hardcoded to 'public'. This should be parameterized so that a user can specify the default network to use.

    Parameterizes Nova API default floating IP pool

    This allows a user to modify the parameter based on what name he/she
    wants to use for the default neutron external network.
