CI: overcloud image creation fails on all periodic jobs

Bug Description

All periodic jobs today fail to build the overcloud image with the same error as in

Command '['disk-image-create', '-a', 'amd64', '-o', u'/home/jenkins/overcloud-full.qcow2', '-t', 'qcow2', '-p', 'python-psutil,python-debtcollector,plotnetcfg,sos,device-mapper-multipath,python-heat-agent-puppet,python-heat-agent-hiera,python-heat-agent-apply-config,python-heat-agent-ansible,yum-plugin-priorities', '--min-tmpfs', '5', 'centos7', 'baremetal', 'dhcp-all-interfaces', 'overcloud-agent', 'overcloud-full', 'overcloud-controller', 'overcloud-compute', 'overcloud-ceph-storage', 'puppet-modules', 'hiera', 'os-net-config', 'stable-interface-names', 'grub2', 'element-manifest', 'dynamic-login', 'enable-packages-install', 'pip-and-virtualenv-override', 'selinux-permissive']' returned non-zero exit status 1

image creation detailed log is saved in /home/jenkins, but we're not collecting that, so the only way to get meaningful log is to reproduce manually.

fortunately we store that dir in compressed format at least: overcloud-full.qcow2.log in http://logs.openstack.org/periodic/periodic-tripleo-ci-centos-7-ovb-updates/a6bef22/logs/undercloud.tar.xz shows more informations

so it may just be a transient error, checking with repo management

Current repo timestamp for delorean is free from broken links. This appears to be effectively transient.
Alan Pevec suggested anyway to stop using "current" and start using "consistent". I'll put up a patch to change all the references to current and start a discussion if we want to keep using current instead.

Today's jobs are failing before this point, so we couldn't check if the error is really fixed. I think there should be no problem as the repo link were fixed yesterday.
In the meantime I've opened https://review.openstack.org/419455 to stop using current repos.

After an extensive explanation on what consistent repos do, stop using current is not good idea, change abandoned.
There was no successful job since this bug, but I'm closing it anyway, since it was a transient repo error, that was fixed.
