Bug Description
There are a number of issues with using MongoDB as backend for Ceilometer. Gnocchi has been available for some time and is receiving continous development and is increasingly becoming more mature.
I would like to see charm support for Gnocchi and support for configuring the existing Ceilomter charm to make use of it.

Ceilometer API is deprecated as of Ocata. The Horizon team is talking about removing the support for it altogether.

- "Ceilometer’s native database capabilities is intended for post processing and auditing purposes where responsiveness is not a requirement. It captures the full fidelity of each datapoint and thus is not designed for low latency use cases. For more responsive use cases, it’s recommended to store data in an alternative source such as Gnocchi. Please see Moving from Ceilometer to Gnocchi to find more information."
