can't separate nova from mysql role due to cells_v2 setup

Bug Description

It seems the fix for https://launchpad.net/bugs/1649341 (https://review.openstack.org/#/c/412007/) means that we can no longer separate nova and mysql across different roles since manifests/profile/base/database/mysql.pp now tries to lookup nova::rabbit_password in the hieradata and fails with:

    Error: Evaluation Error: Error while evaluating a Function Call, Could not find data item nova::rabbit_password in any Hiera data file and no default supplied at /etc/puppet/modules/tripleo/manifests/profile/base/database/mysql.pp:231:9 on node slagle-multinode-3
