[SRU] update tld_serv_list

Bug Description

It seems that tld_serv_list is volatile data and should be closely kept in sync with upstream even for LTS. I suggest for the current https://github.com/rfc1036/whois/blob/next/tld_serv_list to be backported to trusty and xenial and ubuntu+1 from time to time. For trusty and xenial this would mean SRU.

I have seen several related bug recently and your activity on some of them.

Well, I had hoped it was clear enough what I think needs to happen.

1. download https://github.com/rfc1036/whois/blob/next/tld_serv_list
2. use #1 to replace the current version
3. update the changelog
4. upload to trusty and xenial

Was this unclear?

My suggestion is that this should happen regularly.

I see, then I understood right the first time - but wanted the confirmation to be sure.

Please do not just replace tld_serv_list with a newer version. As the upstream author I strongly recommend to backport the whole package.

Marco, thank you for your work. I understand your argument, but that is not how Ubuntu operates. There is no such thing as official backports in Ubuntu. We do what is called an SRU (with minimal patches). That being said, I've backported your latest release and made it available for trusty and later releases via my stable PPA at https://launchpad.net/~r0lf/+archive/ubuntu/stable

It seems that we'd also need to update new_gtlds_list, which has a list of the "new" TLDs, which AIUI are not only "new" because they are newer, but also because they are required to follow a well defined convention on the location of the whois server (see the header of new_gtlds_list).

This said, I think the bug is valid, but I'm demoting its importance from High to Low, given that the user impact is apparently very limited.
