Bug Description

Following scenario occurs with below steps
1> IP route traffic is seen
2> IP route changes because of SG etc
3> At this point EVPN route ARP request are not sent
because map gets overwritten

* Upon IP route moving to high preference EVPN should send traffic

Reference to ip route wait for traffic was resulting in updating
of map for evpn wait for traffic map. Correcting the same.
