Bug Description
To reproduce, run snapcraft create-key and confirm the wrong password.
$ snapcraft create-key
Passphrase:
Confirm passphrase:
error: passphrases do not match
Command '['snap', 'create-key', 'default']' returned non-zero exit status 1
