Bug Description
Juju supports separate proxy commands for apt for cases where apt is handled by a different proxy than the general proxy.
apt-ftp-proxy
apt-http-proxy
apt-https-proxy

Juju fallback to the default proxy rules when apt_proxy is not specified. so proxy does work.
