"Other vibrations" overrides rest of the vibration settings

Bug Description
After the latest upgrade to the OTA-13 my phone did not vibrate at all anymore.
Started to investigate the issue and found the reason is the "Other vibrations" under "Sound Settings".
I have all the following settings checked ON:
# Ringtone #
Vibrate on ring
Vibrate in Silent Mode
# Messages #
Vibrate with message sound
Vibrate in Silent Mode
While all the settings are checked ON the phone does not vibrate when I get a call or a message. The phone does not vibrate whether the Silent Mode is turned on or off. It does not affect to this.
But I also had the "Other vibrations" setting turned off. I turned that on and now all the vibration settings are working as they should. When I turn the "Other vibrations" setting off, the phone does not vibrate anymore at any situation.
My settings were not changed during the OTA-13 upgrade and these symptons appeared after the upgrade.
Previously the phone vibrated while receiving messages or calls while the "Other vibrations" setting was turned off. And that's the way it should be as well.
I'm using bq Aquaris E4.5 running on Ubuntu 15.04 OTA-13. Here is the info from the OS Build Details:
