Layout switching shortcuts are not release based

Bug Description
Layout switching keybindings are modifier only, some applications use several modifiers as keybindings and conflict with them see for example

Maybe this can be solved by making all layout switching keybindings release based, but it's important to note that this should not be done for every shortcut on the system. For instance we want the volume up shortcut to repeat while keeping it pressed, a release based shortcut here would break that functionality.
I don't think we want repeat functionality on layout switching so this may be fine for this case.
