Bug Description

Allow users to create, delete, list, get, update users in both the python and the command line clients.

See http://craton.readthedocs.io/en/latest/cratoncli.html#craton-user-create for information about the expected command line arguments.

cratonclient.shell.v1.users_shell will need to be created to add cli client support

cratonclient.v1.users will need to be created to add python client support to the User/UserManager.

cratonclient.tests.unit.test_users_shell will need to be created to add cli testing surrounding the user creation.
