Bug Description
Synazptic does not work with proixy server. Entering a proxy server in system/preferences/
network proxy does not solve the problem. In a console if I type in export proxy_server=http://
proxyserverURL I can use apt-get without any problem.

Synaptic has it's own proxy configuration in "Settings/ Preferences/ Network" , but
it will also honor a system-wide proxy seting with the http_proxy enviroment. It
can't use the users gnome proxy settings because synaptic runs as root and not
as a user.
There is the feature request #7314 open that asks about this feature too.
