Bug Description
On a call to `juju help deploy` I can see in the help text:

spaces
constraints
add-unit
...
However `juju help constraints` produces
ERROR unknown command or topic for constraints
Which seems to mean that either a section of help is missing or there is a non-existent topic listed here. Although constraints is not listed with either get-constraints or set-constraints so the latter seems more likely.
