Language selection is not persistent

Bug Description

Brand new Loki.

After selecting 'Spanish' as my language in the first screen of the installer, I assumed my system would be installed using that language.

It did not. It was installed in English and I had to manually select 'Spanish' in 'Language & Region'.

I feel that this should be moved back to elementary as the effects are the same of https://bugs.launchpad.net/elementaryos/+bug/1476814 and I have been able to install Ubuntu using Ubiquity without problems. Whenever Elementary OS Freya is rebooted the Languages seem to be not properly loaded. Reinstallation of the language packages is not fixing the issue.

Moving back as suggested in the previous comment; but if you do move this to ubiquity again, then please use the ubiquity package in Ubuntu rather than the ubiquity project.
