Fail to build keystone ubuntu binary docker image

Bug Description

When building ubuntu binary docker image for keystone, encounter following error.

Is the apache vhost keystone.conf supposed to be there in the first place?

Need more detail about how reproduce this bug (system state, run command,...), or I will marked it incompleted.

Almost sure this comes from building Mitaka OpenStack code with Kolla Newton Dockerfiles. Closing as invalid, please re-open if this is not the case.
