ironic_inspector doesn't bind to host:port

Bug Description
when using kolla stable/mitaka and ironic_inspector container is started the port (default 5050) is not open/no python process is bound to it
adding user ironic to /etc/sudoers.d/ inside the container seems to fix the problem, like so:
cat /etc/sudoers.
ironic ALL=(ALL) NOPASSWD:ALL
