Bug Description

When we receive a request to show a subnet that has been deleted, we try to rebuild the subnet uuid cache in vnc_openstack. This is no longer required and should be removed.

Remove subnet_id_heal since it is not longer required

This was needed earlier when we were not setting subnet-uuid when subnet
created from UI. Now, we do that as post-processing for vn update/create.
