api args project and cell should be project_id and cell_id

Bug Description
Its confusing when api args such as ?region=1&cell=1 actually mean region_id and cell_id but we still are using region cell.
Change this so that we require region_id and cell_id etc, instead of region cell etc.
Also, maybe change name to hostname.
