[3.1 17] UI: Time axis is not in sync with the time displayed on hovering in the line bar chart on config-node dashboard

Bug Description
1. Go to Monitor > Infrastructure > Config Nodes to check the dashboard
2. In the line bar chart that displays the response time and size over time, the time(x axis) is 15 minutes units apart and shows values like 14:00, 14:15 etc.
3. Now hover the mouse over it and can see that the time that is displayed in the popover tooltip is not the exact time that is displayed on the x axis.
There is a difference of 10-15 minutes between the two
