Files can't turn off external hard disk

Bug Description

When you eject an external HD, files should turn it off so that the user can safely remove it from the pc. But that’s not what is happening, I have been facing the issue that I need to unplug my HD while it is still turned on, and that may cause some damage to the device or in the files stored in it.
Whenever i need to turn off an external device, i use the “gnome-disks” software to turn it off.
If possible I would like for you to address this issue somehow, thanks you for your attention.

I guess we need to check drive_can_stop () and if it can then stop it as well as ejecting.

As an addendum, when the external drive is encrypted, gnome-disks is required to lock the mounted drive before it is unmounted. It would be nice to be able to also lock from Files itself.
